RFLPS Service Transformation and Estates Teams have been supporting the West Hertfordshire Hospital Trust in their Preferred Option development and OBC submission to the NHP.

Scheme highlights

The Programme aims to provide new hospital facilities for planned and emergency care at sites across Watford, Hemel Hampstead and St. Albans. The New Hospital Programme Pledge to transforming the delivery of NHS healthcare infrastructure to ensure the country has world-class healthcare facilities across a number of Trust across the UK. RFLPS acted as a integrated partner with WHHT to establish the schemes Project Management Office after the Strategic Outline Case and support them on the journey to Outline Business Case Submission for new hospital sites valued at £1.08 Bn approx. The Integrated Team included Property Consultancy for land transaction management, Estates Design Management team for the delivery of stage 1 &2 design, Health Care Planning consultancy for delivery and management of the Schedule of Accommodation and support for writing the OBC for the both the main and early enabling works.

Planning consent achieved at the Watford Emergency Care site Sept 21 , Internal WHHT approved the Preferred Option Decision Mar 22 and delivery of Multi-Story Car Park at Watford Emergency Care Site Apr 22.

Challenges

Our Key challenges have been delivering the “right-sized” hospital based on demand and capacity modelling without confirmation of the affordability envelope for our preferred option. Another challenge has been engaging with the wider programme and understanding NHP constraints as the programme has grown and become more established.
